General Objective (SAGAL Project) Contribute to the implementation of the National Social Protection Policy by strengthening government capacities and enhancing Social, Economic and Human Capital among poor and extremely poor households in Somalia.
SAGAL Project summary The proposes of the project is to improve resilience of households to conflict and climate related shocks and disasters targeting 44,221 households (265,326 individuals) with a focus on internally displaced persons (IDPs), returnees and poor host communities. The project will provide cash based social transfers complemented by systems building with government for delivery of social protection. Cash based social transfers will support households to improve nutrition and food and livelihoods security as well as combining interventions with actions to positively transform gender norms and reduce gender barriers, particularly for women. In line with the UN Convention of Rights of Persons with Disabilities (CRPD), the action will ensure mainstreaming by including people with special needs such as people living with disabilities.

 

The SAGAL project is led by MoLSA and implemented by Somali Cash Consortium with Concern Worldwide (Concern) as lead agency and its members Save the Children International (SCI), Norwegian Refugee Council (NRC) and Danish Refugee Council (DRC). The approach has two components:

1) through the provision of cash based social transfer to support targeted households to reduce vulnerability and poverty to reduce the impact of shocks and disasters linking humanitarian and development approaches;

2) through the provision of support to build systems at the federal, regional and district levels required for a government-led social protection system. The action is in line with the government’s Somalia Social Protection Policy (SSPP) and the National Development Plan 9 (NDP-9) 2020–2024.

Brief description of the assignment

 

The primary objective of the consultancy assignment is to develop the Standard Operating Procedures (SOPs) for the Social Transfers Model 4 of SAGAL targeting people with special needs (people living with disabilities). These SOPs will inform policy makers at local, regional and national level (Ministry of Labor and Social Affairs and Ministry of Planning, Investment and Economic Development) with a view to further extend the focus of social protection measures.

The SOPs will be designed under the leadership of MoLSA in close consultation with the relevant stakeholders which are the Cash Consortium management unit and partners, local authorities at state and district levels, community leaders and the relevant partners on the ground.  The SOPs will provide systematic procedures for intra and inter-agency coordination for co-production and dissemination of information and project implementation. SOPs will ensure that the project operations are carried out correctly (quality) and always in the same manner (consistency).Furthermore, these SOPs will guide and govern administrative processes for thedelivery chain of the cash based social transfer pilot; including, mandatory steps for beneficiary selection, location targeting, community sensitization, beneficiaryassessment for eligibility and selection (including verification) based on categorical targeting, registration and enrolment, payment distribution procedures, appealsagainst exclusion, keeping systems up to date and having effective complaints in place about delivery of payment.

The SOPs should also clarify the Social transfers preparatory activities including feasibility and risk assessment on the modality and standard procurement procedures for getting the financial service providers into agreements.

Again, the post distribution reconciliation and controls, accountability to stakeholders, including beneficiaries/donors has to be clearly set by the SOPs

Once finalized, the SOPs will be signed-off and disseminated among relevant stakeholders to support the smooth and successful implementation of thegovernment-led and owned cash based social transfer pilot in the two selected corridors.  This pilot is proposed on the premise that households living with Disabilities, therefore we need to understand their particular needs and thesupport matched to their circumstances and capacities to help them deal withpoverty and immediate shocks like malnutrition, loss of income, food insecurity, lossof main income earner, illness, children’s withdrawal from schools andengagement in labor, marginalization such as being excluded due to disability,displacement to other areas in search of livelihoods options and adoption ofnegative coping strategies. MoLSA is seeking qualified, technical, and expert consultant company for developing these SOPs with the support of the MoLSA and the Cash Consortium. MoLSA will facilitate the procurement process of the consultancy and other technical support required.

Methodology/ Scope of Work The consultant will work under the close supervision of Ministry of Labor & Social Affairs.. The study will cover phases of cash transfers made by the partners from start of the cash transfer activities until the time of the study across districts under the target corridors of Galmudug & Puntland. All districts with beneficiaries receiving cash transfers must be targeted under the sampling frame for the study.

The assignment will involve consultations with all the project partners, sample of beneficiaries, village relief committees and local authorities in project targeted districts and key humanitarian actors in Somalia, and will include :

o   Extensive consultations with all the project partners, sample of beneficiaries, village relief committees and local authorities in project targeted districts and key humanitarian actors in Somalia.

o   A desk review of existing literature and key project/implementing partner documents.

o   Review the existing research, to draw upon results of earlier work done by government counterparts and or UN agencies on any social protection in relation to cash transfers or any policy briefs on the subject matter.

o   Interview key stakeholders, consulting with key government counterparts being Ministry of Labour and Social Affairs (both Federal & sate levels), Ministry of Planning, Investment and Development as well as regional & district authorities ensuring high level representation throughout the process.

o   Interview key stakeholders of project partners, donor and relevant consortiums/working groups.

o   Where feasible, conduct focused group discussions and engagement with different local and district authorities and village relief committees at the field.

The interviews, analyses and presented should be disaggregated by gender and age wherever feasible.

Assignment Deliverables

 

The expected deliverable of this assignment is to produce a well prepared SOPs and policy brief for social transfer modes under SAGAL Project of cash transfers to vulnerable people.

Ø  Update of the guideline with methodology, tools, work plan and time schedule, presentation.

Ø  The SOP: Will be presented to MoLSA Advisors, SCC CMU and partners for input and feedback. MoLSA will give feedback within five days of receipt of the draft document.

Ø  Final document inclusive of MoLSA’s feedback.

Ø  A policy brief.

Ø A validation workshop report and validated policy brief with the relevant government institutions and development partners.

Duration of the  Assignment The SOP’s development exercise will last for a duration of 8 weeks from start of the assignment.
Required Qualifications & documentations

 

 The consultant or firm must:

·      Be a legal entity registered in Somalia

·      Have proven and solid knowledge and experience in providing similar services to international organizations and the government

·      Have proven expertise in cross working on programmes, policies or studies focused on people living with disabilities

·      Have a solid knowledge of IDP guiding principles and social protection

·      Possess sound understanding of national development planning frameworks and priorities and FGS and FMS coordination and development challenges and constraints on social Protection  Have proved to understand the Somali political and institutional context

·      A post-graduate or equivalent qualification/ degree in Social Science, Political Science, Development Study, Humanities, or any other relevant discipline.

·      At least 4 years of prior work experience dealing with social protection, humanitarian, and/or emergency contexts.

·      Demonstrated knowledge and experience in undertaking research.

·      Demonstrated experiences and skills in facilitating stakeholder/working group consultations.

·      Relevant regional and international experience will be an added advantage.

·      Demonstrated knowledge and experience in developing SOPs and manuals, especially in the area of displacement contexts

·      Relevant experience in writing SOPs, processes, procedures, user manuals and/or work instructions, especially for cash transfer programmes

·      Ability to collect, organize, analyze, distil, and document significant amounts of information and process steps.

Conditions of Work

 

The SAGAL Advisors will coordinate activities related to this consultancy in Somalia. MoLSA ’s team will provide technical assistance to the whole process. The SAGAL Advisors will review and approve the deliverables. The consultant will be required to abide by the MoLSA’s applicable rules and regulations, code of ethics, and other relevant policies in place. MoLSA has and will have a zero-tolerance approach toward any kind of sexual harassment, exploitation and abuse, and abuse of power.
Budget The consultancy company will submit to MoLSA a financial proposal covering consultancy fees, and other operational costs, in line with the methodology described in the technical proposal.
Schedule of payment The following payments will be paid to the consultant based on an agreed upon mode of payment.

·      After inception report: 30%

·      After literature review and interviews are completed: 40%

·      After SOPs finalized and endorsed: 30% (final payment)

 

The payments will only be made when the deliverables have been assessed by MoLSA to meet the pre-set quality standards.
