TITLE:  Social Protection Senior Liaison and Advocacy Consultant
LOCATION: Ministry of Labor and Social Affairs, Mogadishu, Somalia.

 

CONTRACT LENGTH: 10 Months

 

Introduction

 

The Ministry of Labour and Social Affairs of the Somali Federal government is mandated to provide policy direction and guidance on all labour administration and vocational training matters. The Ministry is also mandated to protect and develop the labour force to contribute to the socio-economic development of the Somalia Federal Government, these include formulation, review and implementation of social protection and social Security programs. Under this mandate, the Ministry of Labour and Social Affairs of the Federal Republic of Somalia aims to ensure the social support system efficiently combat poverty and reduce dependence on social benefits. With the support of the international partners including EU, UN and WB, the ministry has developed comprehensive social protection system in Somalia and aims to maintain and improve in line with the changing context and priorities, The Ministry of Labour and Social Affairs is looking for a qualified Social Protection Senior Liaison and Advocacy Expert to support the Ministry in realising this effort, while ensuring social protection is aligned with national development plans. The incumbent will support the Ministry in organizing advocacy meetings and coordinating efforts with the relevant Ministries and Inter Ministerial government bodies at Federal and State level.

ROLE PURPOSE:

  •   Support the Ministry in its efforts to expand and promote social protection in Somalia
  •   Assist the Ministry in advancing social protection and transforming it into a government-owned and led initiative
  • Support the Ministry in realizing its objective of enhancing collaboration and coordination within the social protection sector
  •   Support the SAGAL team in coordinating with other ministries and ensuring the collaboration of SAGAL with other government agencies
  •   Assist the ministry in its liaison efforts with the relevant Ministries and Inter Ministerial government bodies at Federal and State level
SCOPE OF ROLE

Reports to MoLSA Minister

 

KEY AREAS OF ACCOUNTABILITY:

· Lead and organize advocacy efforts that are aimed to expand and promote social protection in Somalia

· Facilitate social protection pillar inter-ministerial coordination’s meetings

· Ensure the social protection work is heard and aligned with government plans and priorities

· Support social protection engagements at community, State and Federal levels

· Help the labour department of the Ministry in ensuring their priorities are aligned with social protection

·Contribute to the achievement of Sustainable Development Goal (SDG) 1.3, which calls on all governments to ‘implement nationally appropriate social protection systems and measures for all, including floors, and by 2030 achieve substantial coverage of the poor and the vulnerable’

·Contribute to the achievement of Somalia Social Protection Policy vision to 2040: “By 2040, Somalia will have progressively established a functional social protection system which delivers predictable assistance through the lifecycle, according to a consensus across Somali society identifying the most vulnerable.”

·Foster and sustain the development of partnerships between Ministries, government institutions local and international organizations, and donors, and assist in identifying priority areas and opportunities for interventions in the social protection sector

·Support the Ministry in the production of social protection briefings, background notes, talking points, media statements and speeches

·Perform any other related duties as required

QUALIFICATIONS AND EXPERIENCE

· Advanced university degree in economics, public law, public administration, social sciences, development studies or a related field.

·6 years’ experience working in similar role in an INGO, UN or with the government

·Must have a practical experience in Somalia government social protection

·Demonstrate high level of computer skills especially in Ms Excel, spread sheets, Ms Word packages

·High level of integrity and ability to work as part of a professional team

·Ability and willingness to work under high pressure to meet tight deadlines

·Good communication and interpersonal skills

·Supportive personnel management style

·Good command of written and spoken English

·Good command of written and spoken Somali
