Job Description for the Technical and Vocational Education Training (TVET) Expert
  1. BACKGROUND

Prior to the collapse of the state in 1991, the Technical and Vocational Education and Training (TVET) System in Somalia was well developed. The subsequent civil war has weakened political and social structures, including the TVET system. An entire generation has low levels of education, and youth unemployment stands at 67 per cent. The TVET system is highly fragmented, the conditions required for a labour market oriented TVET system are not in place, and there is a lack of qualified teaching staff. Existing TVET Curricula are often outdated and not demand-driven, and the business sector is not adequately involved.

However, in the last five years, the Federal Government of Somalia (FGS) has done tremendous efforts in normalizing the situation, and the country is on a path to recovery. In this regard, The Ministry of Labour & Social Affairs (MoLSA) has finalized the Employment Policy, and the cabinet has approved for its implementation. The policy focuses on three priority areas, i.e., strengthening Private Sector and promoting micro-, small-, and medium-enterprises; supporting productive economic sectors for job-creation; and strengthening labour market governance. The policy adequately covers all relevant areas including focus on vulnerable segments of society and inclusion of women, youth, IDPs and persons with disabilities. The Federal Government of Somalia considers TVET as a key sector that can provide the necessary skills for economic development, and as such MoLSA is committed that TVET is expanded in order to create skilled artisans and middle level technicians, and this will be done through providing TVETS training that more closely match labor market demand, and meets the needs that employers seek to improve their livelihoods and grow their businesses.

Therefore, the Ministry of labour and Social Affairs is seeking to recruit Technical and Vocational Education Training (TVET) Advisor dealing with the implementation of Strategies and Policies related to the TVET, and fostering jobs-creation.

  1. OBJECTIVES OF THE ASSIGNMENT
  • Technical and Vocational Education Training (TVET) Advisor will be responsible to increase quality of vocational and technical education by developing the knowledge, skills and competencies of unemployed youth through training of administrative and teaching staff of the Technical Vocational Education and Training Centres and relevant stakeholders; improving learning environments; providing TVET as an attractive option for students, increasing cooperation between schools, social partners and private sector.
  • TVET Advisor will be responsible for the coordination and design of the MoLSA TVET implementation strategies, concepts and methodologies to address skills and employability challenges and to take advantage of new business opportunities. This may include working with clients, partners and colleagues to develop and refine approaches;
  • Streamline International support to TVET (in particular for the identification of training types, economic sectors, implementation modalities and financial/contractual vehicles for engagement), and create meaningful interventions in order to provide sustainable and equitable TVET of good quality in Somalia with strong links and a positive impact on employment and economic opportunities.
  1. SPECIFIC DUTIES
  • Contributes to the overall planning and management of the Technical and Vocational Education and Training (TVET) functional area/s in close collaboration with the Department of TVET;
  • Contributes to, and participates actively in the implementation of Strategies and Policies related to the TVET;
  • Assessment of the local market economy to determine marketable vocational skills for the local growth sectors;
  • Analyze skills gaps in the labour force to improve skills training, design of training curriculum, training materials, and instruction methodologies to advance employability of women, youth and persons with disabilities;
  • Oversee quality implementation of the Technical and Vocational, Education and Training (TVET) activities of the program involving skills development, institutional strengthening, entrepreneurship, private sector/industry relationships, and gender and inclusion components;
  • Collaborate with partner organizations, government entities, and educational stakeholders to ensure cohesive delivery of TVET and effective capacity building for competency-based training and certification of market-driven vocational skills;
  • Strengthen the institutional and human capacities of the TVET institutions and other responsible stakeholders;
  • Strengthen the capacity of the Ministry of Labour and Social Affairs to promote linkage to labour market and employment promotion strategies to support the activities related to boosting economic growth in Somalia.
  • Participate in the design, steering, coordination and implementation of TVET capacity development initiatives and quality assurance measures with stakeholders;
  • Undertake and steer technical, advisory and operational planning, monitoring and reporting progresses on the TVET program;
  • develops work plan(s) and ensures timely, efficient and effective implementation of these plans towards the achievement of outputs, outcomes, and alignment with programme priorities;
  • Monitors and assesses the implementation of activities related to TVET functions; prepares monthly, quarterly, annual and ad-hoc reports;
  • Provide technical guidance and policy advice to the Ministry of Labour and Social Affairs, Federal Government of Somalia (MOLSA, FGS) and other national and FMS institutions dealing with TVET issues;
  • Develop and maintain strong partnerships with employers, TVET/training providers and relevant organisations to generate employment opportunities and skills development;
  • Provide specialist advise on internships/apprenticeships and other learning pathways by supporting skills development organisations to improve their services to youth;
  • Contributing to workshops and reaching out to business and sector associations, SME networks, and providing knowledge and insight in relation to skills and TVET issues to support MoLSA’s internal planning;
  • Support in developing of national vocational qualification systems including experience of qualification frameworks, accreditation and assessment and quality assurance;
  • Support in developing and implementation of high quality relevant vocational curriculum, including developing systems of occupational standards, assessment criteria, learning materials and the training of trainers in modern techniques;
  • Ensure coherence between the design and implementation of TVET, employment policies and of labour migration policies respectively, in close collaboration with Labour Migration and Employment experts in Somalia and in the region;
  • Design, supervise and conduct relevant analytical and policy oriented research to support the MOLSA’s knowledge base on TVET, including data on employment trends, flows, regimes, contributions of youth employment to development, and barriers to achieving decent work at national and FMS, as a basis for the formulation of relevant TVET strategies, initiatives for projects and work programmes;
  1. GENERIC DUTIES
  • Developing and sustaining social partnership mechanisms related to skills and employability, particularly those relating to employers for example through Sector or Industry Skills;
  • Developing and implementation of labour market information systems and the use of these systems for activities such as planning and careers guidance;
  • Design and promote a wide range of special subject-matter-related programmes, this involves analysis of complex or conflicting data, statistics, information or policy guidelines in a manner requiring the advanced application of principles of a recognized technical specialization;
  • Conduct seminars, workshops and technical meetings;
  • Prepare recommendations and guidelines for discussion and adoption as MOLSA recommendations on related technical fields;
  • Write manuals and training guides on related topics;
  • Provide technical inputs to office documents (sectoral meetings, technical committees, conference reports;
  • Perform such other duties as may be assigned.
  1. REQUIRED QUALIFICATIONS
  2. Education:
  • Postgraduate university degree in TVET, education, Business Administration, Public Admin, labour economics or social science, or another related field at least at Masters level;
  • Employment and entrepreneurship management background.
  1. Experience:
  • A minimum of 10 years of relevant professional experience as expert in technical and vocational education and training;
  • Solid and diversified knowledge and working experience in the field of TVET, including experience with TVET reform, labour market reform, public education and/or employment creation in developing countries is required;
  • Good knowledge of international development cooperation and international policies and strategies related to TVET, including current issues and trends on TVET and skills development in developing countries, covering programme cycle management and policies in the area of TVET, labour markets and employment creation for youth in developing countries;
  • Networking experience with labour market, vocational training, private sector actors and linkages with support programmes of other development partners
  1. Knowledge of employment issues in Somalia;
  • Proven ability to establish and maintain strong working relations with Government and Non-Governmental counterparts, international organizations, civil society and private sector entities;
  • Experience to devise new methods, concepts, approaches and techniques, in line with international standards and technical guidelines and ability to prepare MOLSA strategy reports in the related field for programme development, the ability to represent MOLSA in high-level government dialogue and to provide policy advice;
  • Experience in providing technical assistance related to social inclusion, gender and youth;
  • Understanding of private sector development, business case development, functioning of challenge funds;
  • Proven track record in employability skills development on the following themes:

o    Entrepreneurship/private sector development;

o    inclusive business/market-based models;

o    multiple stakeholder facilitation, public private partnerships;

o    innovative solutions (digital, circular economy);

  • Demonstrated technical expertise in skills and employability sectors in Somalia;
  • Proven experience as a trainer, facilitator, and presenter on the topics of TVET.
  1. SKILLS AND ABILITIES
  • A good understanding of the skills and employment system in Somalia;
  • Working knowledge of policy analysis and development and program/project management, implementation and monitoring.
  • Knowledge of, and involvement in, employment programs implemented by regional or international organizations are highly desirable.
  • Experience in establishing employment management networks, analysing information and deducing policy indicators.
  • Excellent English writing skills with the ability to explain technical concepts and methodologies in plain English and with the appropriate use of graphics
  • Excellent Skills on drafting and reporting, communication and negotiating as well as planning and organizational skills.
  • Ability to mobilize resources.
  • Knowledge of web publishing is desirable.
  • Ability, to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, to exercise good judgment and to effectively communicate with Management;
  1. Languages: excellent command of Somali and English.
