 Job Description for the Project Coordinator
  1. BACKGROUND AND OBJECTIVE OF THE ASSIGNMENT

A Project coordinator is required to support the Federal Government of Somalia (FGS) in the implementation of the Skill for Employability, Inclusion and Productivity (SEIP) Project funded by the African Development Bank (AfDB). The project development objective of SEIP is to strengthen technical and vocational skills development to enhance employability and contribute to inclusive growth. Therefore, the main focus of the project will be to support reviving of TVET sub-sector through rehabilitation of training facilities, institutional and sector governance capacity building.  The Project is expected to increase the pool of skilled workforce especially the youth and increase the opportunities for their employability in the labor market or self-employment.  The other benefits would be producing graduates with skills in climate resilient relevant fields and contribute to low carbon emission and green growth.

Project Overview

MoLSA has secured a grant from the African Development Bank to be applied towards implementation of SEIP Project over a four-year period.

Implementation arrangements

All components of the Project will be implemented by MoLSA with a PIU embedded within the Ministry of Labor and Social Affairs in Mogadishu. The PIU will support the day-to-day Project activities.

The federal PIU will be headed by a Project Coordinator, and will include an Administrative  Assistant, TVET Expert, Procurement Specialist, Financial Specialist and Gender and Inclusion Officer. Other staffing of the PIU will depend on the need, content, and the scope of the procurement and work plans.

  1. SCOPE OF WORK & EXPECTED DELIVERABLES

Specific duties of the Project Coordinator will    include:

  • Provide overall leadership of the project coordination.
  • Provide overall coordination of the project management and ensure that implementation be realized according to the condition of the grant agreement and based on the project appraisal document.
  • Ensure overall technical support to the TVET sub-sector in collaboration with TVET expert.
  • Oversee the administrative, strategic, fiduciary, safeguards, and the technical aspect of the project: ensuring that project resources are spent well, and activities are in line with the Project appraisal document.
  • Preparation of Project workplans, staff capacity building and coordinate preparation of project budget and procurement plan and submit to approval by the relevant authorities.
  • Lead the PIU team for the successful delivery of the project, ensuring appropriate resourcing, on-time delivery of financial and key milestone reports to the Bank and counterparts, as well as the timely completion of the key activities and the delivery of the outputs.
  • Prepare quarterly project progress reports, (including activities, financial, procurement, safeguards) and disseminate of the same to the Ministry,  the Project Steering Committee  AFDB and other relevant stakeholders
  • Coordinate project implementation with relevant key stakeholders including , FGS, AFDB service Providers, and other development partners. Forge productive working relationships with other stakeholders including private sector, development partners and NGOs.
  • As focal point of contact for the project, work closely with MoLSA on all matters related to the project.
  • Work closely with Training Centres, providing oversight over their performance, and serve as the focal point for Skill Development both internally and externally.
  • Provide technical support to MoLSA,  in the operationalizing of the TVET Policy, capacity building of the TVET system and the related support under the Project.
  • Regular supervise, appraise staff performance and provide feedback and support to enable them to do their jobs better.
  • Lead and coordinate the preparation of the Project operation Manual (POM), ensuring that project implementation is in compliance with the stipulations of the POM, using external consultant as appropriate.
  • Lead and coordinate the preparation of the project safeguards instruments, ensuring that the project implementation is in compliance with African Development Bank Environment and Social Framework (ESF) and other bank documents
  • Lead and coordinate the implementation of the agreed measures and actions towards environment and social risk management, in accordance with the ESF and as outlined in the ESCP and other relevant environmental and social instruments (SMP, SEP and LMP).
  • Coordinate the preparation, monitoring and reporting on the execution of the overall procurement plan of the project for the procurement of goods, consulting and non-consulting services consistent with procurement guidelines and the specific provisions of the Grant Agreement
  • Carry out other functions related to the project that will, from time to time, be agreed upon between the FGS and the African Development Bank Task Team.
  1. QUALIFICATIONS REQUIREMENTS

The candidates should have the following desired qualifications:

  • Minimum qualification – Master’s degree in education, social sciences, International Relations/Development, management, economics, or a related field with at least not less 8 years of work experience in relevant fields
  • A minimum of 8 years of experience in successfully leading programs in TVET, Entrepreneurship, education, Employment, or other human development field;
  • Proven record of knowledge, experience and involvement in Skill and Human Development agenda;
  • Track record of successful coordination with government and private sector stakeholders;
  • Solid experience in managing donor related funded project and in fragile state setting would be an added advantage
  • Experience in Somalia/fragile country context with strong understanding of poverty and vulnerability issues, public sector experience, and private sector experience is desirable.
  • Demonstrated ability to lead a multi-disciplinary project management team, including identifying training and capacity building opportunities for team members;
  • Proven ability to build effective working relations with colleagues and clients, and capable of working under pressure, with good experience in leadership and strategic management of project team at national level;
  • Proven experience in project management, coordinating, cooperating and negotiating with high level Government officials, donor partners and diverse local stakeholders. Ability to establish productive working relationship with various international and Federal government counterparts;
  • A charismatic change agent, with extensive experience in context specific and practical techniques for change management; and
  • Excellent oral and writing skills including fluency in Somali and English;
  1. REPORTING REQUIREMENTS & TIME SCHEDULE FOR DELIVERABLES

Duration of Assignment: The Project Coordinator shall be contracted for an initial Two-year period, will be extended yearly basis based on performance and requirement.

Reporting: The Project Coordinator will report to the Director of TVET Department of the Ministry of Labor and Social Affairs. In addition, he/she will perform under the overall guidance of the MoLSA  Dircetor General.

Work plans: The assignment will be managed through a work plan process allied to the quarterly program work plan.

Language: All reports and other documents shall be submitted in English.

Location of the assignment:

The Project Coordinator will be based in Mogadishu within the Ministry of Labor and Social Affairs; and will travel externally (outside Somalia) when needed to represent MoLSA in events/meetings associated with TVET Project/dialogue/training and SEIP related events.
