The Federal Republic of Somalia has received financing from the African Development Bank toward the cost of the Skills for Employability, Inclusion and Productivity Project (SEIP). The project aims to strengthen technical and vocational skills development in order to enhance youth employability and contribute to inclusive growth. One of the components of the project involves the expansion the capacity of Technical and vocational education and training (TVET) centres through rehabilitation/renovation and equipping the existing facilities. The Federal Republic of Somalia intends to apply part of the amount for this grant to payments under the contract for the Design and Supervision for Rehabilitation of the  Industrial Vocational Training Center (IVTC) TVET Centre in Mogadishu.

The consultancy services will entail the following main activities: 1) Detailed structural assessment of the existing infrastructure at IVTC in Mogadishu in preparation for rehabilitation works, 2) Preparation of engineering and architectural designs; 3) Preparation of detailed bill of quantities (BOQs) and  bidding documents 5) Supervision of the works and reporting.

The Consulting firm will be expected to complete the assignment within a period of 24 months.

The consulting firm to be selected shall meet the following minimum qualifications and experience:

  • Must be an engineering/design consultancy firm a duly registered in Somalia or in the country of incorporation for at least three (3) years;
  • Must have at least 10 years of demonstrated experience in building design and construction supervision;
  • Demonstrated specific experience working in Somalia is required;
  • Demonstrated experience in preparation of bidding documents for at least two similar projects;
  • Qualified technical and managerial staff necessary to carry out the assignment must be available for the duration of the assignment.

The Ministry of Labor and Social Affairs now invites eligible consulting firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills mix among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework dated October 2015, which is available on the Bank’s website at http://www.afdb.org. The Ministry of Labor and Social Affairs is under no obligation to shortlist any consulting firm who expresses interest.
