  1. BACKGROUND

A Communications Specialist is required to support the Ministry of Labor and Social Affairs (MoLSA) of the Federal Government of Somalia (FGS) in the implementation of a World Bank-funded Shock Responsive Safety Net for Human Capital Project (SNHCP). The SNHCP project development objective is to provide cash transfers to targeted poor and vulnerable households and establish the key building blocks of a national shock-responsive safety net system. The SNHCP was approved on August 8, 2019 and became effective on September 17, 2019. In support of activities under SNHCP, the MoLSA seeks to hire a Communications Specialist as part of the project implementation unit (PIU).

2. Responsibilities of the assignment

The overall responsibilities of the Communications Specialist is to(i) Serve as the key coordinator of communications activities of the SNHCP under the overall guidance of the Project Manager, (ii)The Communications Specialist will be responsible for supporting the implementation and effective management of the overall project communication strategy, (iii) Coordination with WFP and UNICEF; as well as supporting the development of a communication strategy for a national cash transfer program under Component 2. (iv)He/she will also support the PIU in its communication efforts to external stakeholders (v) Develop communications strategy and materials to support the PIU and implementing partners in their communication efforts to external stakeholders, including other MDAs in FGS, with Federal Member States (FMSs), donors, World Bank, local authorities, communities and beneficiaries(vi) Facilitate knowledge-building meetings on a regular basis, by providing input to project progress reports, working closely with the M&E Specialist, and informed by reports from the field, findings of M&E activities, grievances and other specific tasks detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: www.molsa.gov.so or can be provided upon submission of application in person or by e-mail provided below.

3. Selection Criteria:
Selection shall be based on the qualification and experience of the candidate and followed by an interview. The minimum qualification, experience, and skills should include:

  1. Bachelor’s degree (Preferably master’s degree) in communication, mass media, public relations, journalism or another communications-related field
  2.  5 years of relevant working experience at the national or international level in communication, public relations or journalism.
  3.  Proven skills and ability in effectively communicating with and coordinating across diverse groups of stakeholders, including project staff, partners, Government authorities, private sector, communities as well as beneficiaries.
  4. Previous experience in communications for government or national and international NGOs, especially on social protection issues, is a plus.
  5. Proficiency in MS Office packages, good knowledge, and experience in handling of web-based management systems.
  6. Proficiency in the use of software for the production of communications material, especially publishing online content.

4 Duration:
The duration for the assignment is 12 months, renewable based on satisfactory performance and availability of budget.

6. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17of the WorldBank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised on November 2017 and August 2018,(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

7. A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations
