The Ministry of Labour & Social Affairs (MoLSA) as the government partner of the Joint Programme on Youth Employment Somalia (JPYES) is hereby inviting Training Providers in the sector of Professional Development to apply and submit their tender for staff training as specified below.

INTRODUCTION

The government of Somalia represented by MoLSA has partnered with Donors and the United Nationsto address youth unemployment in Somalia. The FGS-UN Programme dubbed ‘Youth Employment Somalia’officially opened in September 2015. The programme is implemented by 5 UN Agencies both directly and through a chain ofNGOs, Government Institutions and Private Organisations. MoLSA has an oversight role and is a key decision maker as the co-chair of the Programme Steering Committee. To achieve these objectives, MoLSA has recruitedcivil servants across all FMS (Federal Member States) and BRA (Banadir Regional Administration)to work with the Implementing Partners and deliver the Employment Programme for the benefit of Young Somali men and women.The role of government officers attached to YES programme is to have an oversight of programme deliverable by conducting regular monitoring missionsand servicing coordination platforms at both strategic level and technical level.

 TRAINING OBJECTIVE

The aim for the Professional Development exercise is to strengthen the leadership and coordination for the implementation of JPYES and in the process enhancing the national ownership of the programme. To this effect, The Ministry of Labour and Social Affairs, Federal Government of Somalia intends to commission a tailored Project ManagementTraining Package for project officers, specifically in the field of:

  1. RBM [Result Based Management]
  2. Effective Monitoring & Reporting
  3. Programme Coordination

MoLSA is looking to partner with a reputable training institution to deliver this activity. Tendering process will end on 8th of Nov 2019 @ 4pm, local time (GMT+3) and an institution will be selected within two days of the deadline. Only shortlisted organisations will be contacted.

MoLSA envisages to start training delivery as early as possible and therefore Interested training institutions will have to commit a training start-date of first week of October.

Training providers are advised to submit a tender that includes all three phases of the training cycle:

  1. Training needs assessment: this could be in the format of submitting documentation to capture the knowledge, experience and skills of participants and therefore identifying both individual and collective skill-gap that needs to addressed during the training
  2. Training delivery: A comprehensive course outline
  3. Post Training Support: Support that will be provided to participants to ensure that lessons learnt are embedded into their practice

As the tendering window is limited, Training Institutions are advised to submit a comprehensive cost-effective application that captures training needs, to the address below or submit in person to MoLSA office. Applications without company registration and on a company letter-head will not be accepted.The application folder needs to include any templates, lead-trainer CV and Organisational experience of similar projects. This will be a competitive process, therefore applications with a clear budget breakdown and incorporating all three elements of the training needs will be shortlisted.
