The Committee drafting the National Social Protection Policy carryout consultative meetings in the five Regional States of Somalia like; Jubaland, Puntland, Hirshabelle, Galmudug and South West led by the Ministry of Labor and Social Affairs with Planning, Investment and Economic Development and Humanitarian Affairs & Disaster Management ministries.

 

Conferences which was discussed on setting the Social Protection policies took place in the capital cities of the state governments of Somalia. The conferences were attended by government Line Ministries, member of parliaments, the youth and women umbrellas of some of the states. The main objective of these conferences was to pave the way for the Social Protection Policy.

 

In the past two weeks, there have been conducting a series of meetings with of Regional States and the Federal State of Somalia concerning the Social Protection Policy led by the Ministry of Labor and Social Affairs with the support of Ministries of Humanitarian Affairs & Disaster Management and Ministry of Planning, Investment and Economic Development.

 

These meetings in the Regional States were also attended by all the relevant offices regarding the Social Protection Policy, the Ministry of Labor and Social Affairs of the Federal Government of Somalia, the organization of Samuel Hall and the UNICEF & WFP that supported the implementation of the program.

Director of the Department of Social Affairs, Hon. Abdullahi Adan Abdi and Advisor of Ministry; Fardowsa Abdullahi  Ahmed  led the meetings in the states. In most of the conferences held, it was first briefed on the social protection policy by the Advisor and the Director General of MOLSA of the Federal Government.

 

The Ministry of Labor and Social Affairs of Somalia with support from WFP, UNICEF is setting the Policy for Social Protection. The purpose of this consultation is to enhance the collaboration of the state governments and the federal government to achieve a complete protection policy system.

 

Ministers of Labor of Regional State were the ones involved and supported the Ministry of Labor and Social Affairs of the Federal Government in drafting the Social Protection Policy.

In the different conferences held in all the regional states, they all welcomed the National Committee engaged in the drafting of the Social Protection Policy.

 

Since the objectives of these meetings was to collect the ideas and opinions of regional states in order to draft the Social Protection Policy. The overall idea of the member States and all the other participants highlighted that the Federal Government has to assign experts in the Social field and as well the government to establish a community trusted by all community such as the religious leaders which can facilitate the ease of fund contribution and protecting the community.

 

Mss. Fardowsa Abdullahi Ahmed  From the ministry labor and social affairs highlighted that Social Protection Framework: a draft social protection framework will be developed that highlights feasible interventions to address particular risks facing vulnerable groups. In all Somali regional states where capacity and stability are greater, the framework will be government-owned and long-term. It will be aligned with national development priorities. In Somalia, the focus will be on predictable, flexible assistance to reduce dependency on unreliable emergency support, with consideration of how to transition to something nationally owned as capacity develops. Frameworks will provide information including groups to be targeted; size and scope of intervention; Expected impacts and estimations of costs

 

Hon. Ahmed Mire welcomed the committee engaged in drafting the National Policy of Social Protection. He said that “Galmudug strongly demand Social Protection. As well the Minister of Water and Electricity and the Minister of Women of Galmudug welcomed the drafting of the Social Protection Policy.

 

In Kismayo, Mrs Kourtine presented some lessons on social protection and explained the importance of protecting the vulnerable populations of the Somali community. She has generally spoken about the drought crisis in Somalia that happens one in every five years. There can be a long term plan to prevent the droughts, floods, etc.

 

As well, all the representatives from the Regional states added their input on making better results in the Social Protection Policy.

 

On the other hand, such meetings were also held with INGOs and NGOs that operate in the regional states where they discussed about Social Protection and the reasons why Social Protection is important.

 

It is agreed that there are many challenges facing the community such as: Drought of which we can get a solution through Social Protection if we get administration and systems in place.

 

The Somali federal government is committed to promoting the National Protection Policy for the Somali people.
